The paper presents the universal method of selecting the best access network for requested service with defined class based on idea of common access network resource losses minimization. Universal mechanism for evaluating of access network resource allocation effectiveness considers existence of interdependencies between services of different classes. Due to this this method is universal because it allows to solve a problem of efficient shared network resource allocation based on different criteries.
