The article offers a General formal problem of the synthesis of fiber-optical layer of the transport network of the telecommunications system of the Russian Federation, which allows minimizing the cost of the network while ensuring the specified requirements on stability, throughput, and grouping the main optical channels into the grouped optical transmission paths.
