Article is devoted to research of quality, socio-economic systems (SES) capabilities, efficiency and risks at their functioning (QCER). Class of SES, which realize a public program is considered. Article is the second in a cycle of articles devoted to QCER. Information-analytical aspects of QCER are considered in this particular article. The analysis of existing information technologies of QCER problems decision is made, principles of QCER problems decision automation are considered. Finally, expansion of a subject of the graph theory (eshgraphs) is offered for its use at QCER problems decision automation.
