Annotation
The article reviews the development features of the university under government funding constraints. The article substantiates the necessity of developing innovative infrastructure, which includes a variety of items with different purposes. The article also reviews the state of infrastructure development at the Institute of Refrigeration and Biotechnology NIU ITMO.
