Technologies in organizational and economic mechanisms of development of transport

Annotation

The article is devoted to consideration of several innovative technologies aimed at improving organizational and economic mechanisms of development of the transport industry in Russia. As consideration of items 6 selected technologies, in particular, technology outsourcing, benchmarking, public-private partnerships, a programme-oriented approach, self-regulation of transport activity and foresight. The aim of the study 1) to consider the most promising technologies for solution of organizational and economic problems of the transport sector; 2) to show its main characteristics; 3) bringing the latest examples from practice activities of the transport industry, showing features of the use of these technologies and the efficiency of their application in solving actual problems of transport development in Russia. Consideration of each of the 6 technologies built on the same scheme. First, a brief definition, which shows the essence of the technology; second, examines its regulation in normative legal acts on the mid 2015, as well as the degree of issledovannosti in scientific works; thirdly, the practical use of this technology is illustrated by several specific examples, drawn from the latest scientific publications, government statistics, materials from special e resources, publications, media, etc. The main results of the study are that the use of innovative management techniques for improving organizational and economic mechanisms on the transport is one of the most effective directions in the development of the industry. However, available data show that the use of innovative technologies, discussed in the article, is quite uneven, ranging from widespread their use (for example, a goal-oriented approach in all modes of transport) to isolated cases of their application (for example, foresight technology). The article made a number of proposals to intensify the use of innovative solutions in addressing the organizational and economic problems of the transport system in Russia.
