Annotation

The article analyzes the processes and problems of development of Kazakhstan's education system, the role of government, innovation and training in the formation of human capital. Particularly acute problems of education in modern conditions attached to the dissonance between political ambitions and real possibilities of the economy. The author pays attention to both practices of the education system and its impact on human capital formation, and on the theory of human and social capital, the place and the role of innovation. The processes of globalization and its impact on emerging economies, underlined feedback, reflected in the impact of emerging economies on the growth of the economies of developed countries. It is noted that in the present conditions the state's role is increasing, especially in solving social problems, as a prerequisite for the training meets the latest global trends. It is emphasized that education is a critical component of this process. The structure of the economy and the educational system should be adequate to each other. Using the achievements of world educational system is only possible with adequate educational culture.
