Annotation
State and public organizations continue to actively combat environmental issues, but the amount of municipal solid waste (MSW), one of the major sources of environmental pollution in Russia increases. A constant tendency of growth of volumes of municipal solid waste of packaging, like the prevailing part with a total capacity of waste treatment plants only 3.5% of the necessary requirements, requires the State to develop and implement effective methods of control of waste production and consumption. Legislative provision of this regulation plays a key role in the market economy. And in this regard, provided economic actors the freedom to choose the modes of production in the market should be limited to less command-administrative methods or disallow as economic interest in complying with the requirements of environmental safety of their own activities.
