Annotation

All over the world concerns over the problem of unemployment stimulate intense debates over the improvement of social security instruments available to unemployed workers. Unemployment insurance is a state income support program for the unemployed prevailing in developed countries. It generally provides adequate protection, covers the majority of employees regardless of their occupation or industry and ensures effective consumption smoothing. This article describes the experience in implementing the new unemployment insurance program in Chile.The new Chilean unemployment insurance is a mixed scheme, financed by all social actors (government, employers and employees), and it creates two types of funding mechanisms: an individual savings account for each worker and a contingency fund, called «Solidarity Fund».
